Disturbing sex ratio in Tawang with 701 females against 1000 males
ITANAGAR, April 4: Population of Arunachal Pradesh has grown to 13, 82,611 at a
decadal growth rate of 25.92 per cent. The total population of Arunachal was 10,97,968
in Census -
The statement on district wise population showed Papum Pare as the most populous district with 1,76,385 followed by Changlang with 1,47,951. While Dibang Valley stood at the bottom with just 7,948 which is the lowest in the country.
In the literacy front, the paper revealed a jump in literacy rate at 66.95 per cent (approximately 13% decadal increase) though this is the second lowest rate in the country after Bihar whose literacy rate stands at 63.82 per cent. The figure reveals a huge difference between other literate states such as Kerala where the literacy rate is 93.91 per cent and Laksahdweep with 92.28 per cent. The most literate district in the state is Papum Pare with 82.14 per cent while the least literate one is Kurung Kumey District with 50.67 per cent with a female literacy rate of 44.31 per cent.
Another issue that dogged the census officials is the sex ratio of Tawang with 701 females against 1000 males though the sex ratio of the same area for 0 to 6 years is very encouraging with 1005. The sex ratio of the state is 920 female against 1000 males which is an improvement over 2001 figure of 893.
The data revealed many interesting trends as far as literacy growth rate of the state is concerned. While the available literacy data for 1961 was 7.13 per cent with female literacy rate of 1.42 per cent, the figure gradually increased to 3.71 per cent in 1971 until the 2011 record figure of 67.90 per cent with a decadal growth rate of around 16 per cent for female, though in absolute figures this is not the best despite being in the top best performing states in the country.
Batt said that the paper I basically dealt with comparative population figures, size, organizational hierarchy, sex ratio, decadal growth, area wise administrative data, literacy rate, figures of children upto six years of age etc. The remaining papers, to be released later after compilation and analysis, would deal with migration, rural urban figures, and other relevant topics, he added.
Addressing the media persons, Bharati Chanda, Joint Director of Census Operation, while giving power point presentation on the census figures said that the data collected in the month long operation showed many interesting trends that required detailed study and analysis before these are released to the country. She lauded the dedication and endeavor of thousands of census operators and trainers for successful completion of the exercise.
Nodal Officer and Secretary of Economics and Statistics, Ankur Garg said that though the absolute numbers showed a low achievement rate for the state, the trends especially in increase in literacy rate, both male and female, displayed an encouraging trend. According to him, the decadal increase rate in literacy rate for females at 16 per cent is very encouraging despite a low absolute figure. He said that all the figures needed to be properly collected and analyzed for coming to any definite conclusion.
The secretary also said that though the population of the state is comparatively small, the successful operation of population census is very challenging because of remoteness and logistical difficulties. He appreciated the effort of all census officials and the concerned department for successful operation within the stipulated schedule.

Britain willing to invest in Arunachal:
High Commissioner
ITANAGAR, April 4: British High Commissioner Sir Richard Stagg who is on a visit to Arunachal Pradesh disclosed the will of Britain corporate bodies to invest in the state.
He said this during a meeting with Chief Minister Dorjee Khandu in his Niti Vihar residential office this afternoon.
He categorically inquired about the state’s potential in hydropower, tourism, mineral development etc. and after being convinced by the explanatory note of the chief minister assured to pass on the message to the interested corporate bodies.
Appreciating the endeavour, Khandu welcomed investments from Britain in the region.
He dwelt in length on the abundant resources of the state in terms of Agro-
Discussing on the various aspects of development and state’s economy, the Chief Minister highlighted huge potentials of the state including power and tourism. He stated that lack of basic infrastructure in the state is the major hurdle in promotion of tourism and welcomed Britain’s investments in infrastructure development to boost up the sector. The chief minister however informed the visiting high commissioner about massive developmental activities being taken up in the state including the green field Air port which would positively substantiate in minimizing the infrastructural bottleneck of the state.

British High Commissioner and Governor joins Myoko festivities

The dignitaries visited Michi Bamin, Mudang Tage, Dutta, Hija, Old Ziro before coming to Reru village for the festival.

Assistant Curator Tage Tabin informed that there are 687 artifacts along with other ethnographic displays such as handicrafts, handlooms and jewelries. Established in 1954 and inaugurated in 1956 by Dr. Verrier Elwin, the museum is specially known for its ornament section, Tabin Added.
It houses a considerable number of collection of Arunachali weapons, cloths and handicrafts.
The Governor and other dignitaries also visited District Handloom and Handicraft Emporium, Arun Kutir at Hapoli, which is known for its entrepreneurship.
The Governor also visited the newly built guest house constructed by Urban Development. Interacting with the people and officials, Gen Singh stressed on taking up of tourism projects and running of guest houses under Private Public Participation, the PPP mode.

Tingkhatra asks officers to contribute despite law and order problems
ITANAGAR, April 4: The Parliamentary secretary for social welfare, women and child health N.Tingkhatra visited Khonsa today. While interacting with the HoDs at Circuit House on the same day, Tingkhatra admitted that there a was fear psychosis among the people because of the prevailing disturbed law and order situation in the district adding that whatever is the situation, life must go on and urged the HoDs to work sincerely in the interest of the people.
He asked the HoDs to create awareness among the villagers on various government schemes and lamented that many schemes were not implemented in the district. He further said that HoDs must work in close coordination with the local MLAs and the people adding that Tirap district has ample scopes for agriculture, horticulture and floriculture and asked the departments to efficiently work towards transfer modern technology to the people.
Earlier, Tirap DC, W.Lowang in his welcome address asked the heads of departments to speak out their problems openly. HoDs also spoke on their respective departments and expressed their problems and challenges working in the district. (DIPRO)
Guwahati, April 4: Today's incident-
Deputy Election Commissioner Alok Shukla in New Delhi said, "Polling remained very very peaceful barring stray incidents of violence." The voting percentage could go up as reports from interior places were still pouring in. Voting, which started at 0700 hrs, ended at 1500 hrs at 11,000 polling stations in 13 districts, where balloting was held in 62 of the 126 Assembly seats.
The highest percentage of 75 per cent voter turnout was recorded in Lakhimpur district, where 77 per cent polling was registered in Lakhimpur Assembly constituency alone. The other three constituencies in the district also recorded polling percentage at over 70.
The lowest polling was recorded in the lone Assembly constituency of Haflong in North Cachar Hills district at 55 per cent. Katlichera constituency in Hailakandi district also recorded 55 per cent polling.
Reports of EVMs malfunctioning were reported from six polling stations in Lakhimpur, Naoboicha, Bokajan and Diphu Assembly constituencies.
Polling was held amid tight security following threats issued by banned ULFA faction, led by Paresh Barua.
Around 35,000 central paramilitary personnel were deployed for the polls. Voters also boycotted polling in ten polling stations under the Haflong police station.
Chief Minister Tarun Gogoi (Titabor), who was among the candidates in the first phase, exuded confidence of the Congress retaining power for the third straight term in Dispur.
"We are confident of securing absolute majority and forming the government on our own. Of course, we will continue our friendly ties with Bodo Land Peoples' Front (BPF) even in such a scenario," Gogoi said after casting his vote.
Trashing the Opposition, he said the rival camp looked like a confused lot with no consistency in their statements.
"One day they will form the government alone and then the next day, the same party say they will enter into alliance. They are confused and do not have confidence," he added.
Former AGP president and Tezpur seat candidate Brindabon Goswami expressed confidence on the AGP capitalising on division of votes in the Congress camp and gaining more seats this time.
BJP Legislature party chief and Karimganj (north) candidate Mission Ranjan Das too sounded positive on the poll fortunes of his party.
"The people have placed confidence in the BJP and we are sure of increasing our tally substantially in this election," he said.
Among other prominent candidates contesting the elections were senior ministers Pradyut Bordoloi, Ajanta Neog, Prithivi Majhi, Gautam Roy and Bharat Chandra Narah. BJP state president Ranjit Dutta, former AGP president Brindaban Goswami and CPI National Council member Promode Gogoi were also in the fray.
There were a total of 485 candidate in 62 of the 126 Assembly constituencies that went to the polls in the first phase.
An estimated 8.5 million voters decided the fate of 485 candidates in the fray for the first phase vote; of these 38 were women nominees.
The Congress and the Bharatiya Janata Party (BJP) fielded 62 candidates each for the first phase, while the Asom Gana Parishad (AGP) has put up 51 nominees. There were 157 independent candidates in the fray for the first phase.
A total of 9.6 million voters in the second phase will vote on April 11 in 64 seats, which would decide the fate of 496 candidates. UNI

Individual’s right to choose his faith

This in response to the letter “An act that has outlived its political purpose” by Wangpon Sabin published in your daily on March 17.
I am little confused by his version of the indigenous faith and his opinion that this is a powerful tool on the hand of the law enforcers in targeting the Christian population. The writer also opined that since 49% of the people are Christians, Christianity be included in the indigenous faith list.
The literal meaning of indigenous is belonging to particular place rather than coming
to it from somewhere. The historical fact is that Christianity came to India with
European, to be exact, the British imperialist and their principle of the 3Gs-
Now the “political purpose” part I have never heard of any Buddhist or Parsi claiming to be the minorities for some political gain; although it is also a fact that these two communities are the minorities in India.
The writer also wrote that “Christianity is as legitimately Indian as Buddhism or Vaishnavism”. I am really confused by this term. Doubtlessly we are Indian, no matter whichever Faith we profess or to whatever community we belong to.
Unlike here in Arunachal Pradesh, in the national level we hear about political parties’ after religious communities. I am proud to say it loud that I feel, we the people of Arunachal Pradesh have realized the fine line between Political & religion. It is therefore, best that no wrong ideas be fed which may mislead the innocent people.
If the intellectuals had included Buddhism &Vaishnavism among the indigenous Faith list in the past then there were solid reasons too. So, the confusion.

A commendable effort

The just concluded two days workshop on Adi origin&migration AABANG and Cultural Relations of Adis at Doying Gumin College, Pasighat initiated by the sheer hard works of Dr. Egul Padung needs mention and praise from all the tribes of the state of Arunachal Pradesh. The initiatives of Dr. Egul Padung really deserves appreciation from all quarters of the state, especially the Adi Tribes.
Here among all the Adi Tribe is a gem who has taken all pains and invested his time, energy and resources to invite all the senior citizens of Adi People right from Upper Siang District to Lower Dibang valley to attend the workshop and present their oratory skills about the Aabang, the origin, migration and cultural relations of the Adi tribe since "Keyum" to the present millenium. The Battery or assembling of inborn talent, god gifted, Genius and dynamic senior citizens ranging from " the veteran" Aabuk Miyu, HGB of Mobuk village, Upper Siang district, the" indomitable" Rengan Pertin, GB, Damro village and Elder Brother of the legendary leader late Bakin Pertin, the first" post graduate" of Arunachal Pradesh Tagang Taki, the Colonial rulers appointed PI in the year 1946 Tapang Taki, the" Pangi Orators" Tok Paron and Omon Panyang, the veteran Mr. Clean, retired IAS officer Oshong Ering and the first lady Graduate of Arunachal Pradesh Mrs. Bormoty Dai, under one roof was a chance of a lifetime to see them in person, hear them share their experiences and present their non stopping oratory skills and their adeptness in the Aabang depicting everything from the beginning of life of all organisms on earth to the migration of the Tani Group of Arunachal Pradesh from Mongolia to China, Tibet ,Assam and settling down to the present places.
Indeed! such workshops should be organised from time to time and people especially the Younger generation should take out time to attend such programmes to trace back their own History,know their language, culture, tradition and art.
Now in the present times there are only few senior citizens alive to transfer down the rich knowledge orally as done from time immemorial and we as the generation next have a duty to document this rich history, traditions customs and cultures so that tomorrow with wrinkles on our faces like the veterans alive today, we can preserve and hand over this invaluable knowledge to our next generation. So, I appeal one and all, the senior Adi officers,Leaders, students, mothers and sisters of Adi community to attend such workshops in near future.
Infact, this very workshop should have been organised by Adi Baane Kebang or atleast all the Adi Legislatures, Officers should have contributed for the cause and not let an individual like Dr. Egul Padung only to engage his resources, time and energy just simply to preserve and pass down the rich cultural heritage, history and migration of the Adi tribes in the interest of all.
Whoever attended the workshop have come to know from our very old, learned senior citizens that all the Tani Groups of Arunachal Pradesh Migrated from the same place, passed through the same routes to migrate, how and why we celebrate our festivals since times immemorial, why Donyi Polo, kine Naane, Doying Bote, Sedi Melo are being prayed by the Adis.
It really was a lifetime chance and also an achievement to be there, see the veterans present their indepth knowledge and their adeptness in the same fields.

Census and us
Dear Editor,
The 2011 Census has been released, which shows, on the one hand some good news but
on the other, some disturbing and appalling facts. Population of the country has
been pegged at 1210.2 million which is equal to the combined population of the five
most populous countries of the world viz. USA, Indonesia, Brazil, Pakistan and Bangladesh!!
But the good news is that decadal growth of population has reduced to 17.64% which
the Census Pundits consider the lowest since 1911-
Another good news is that sex ratio has increased from 933 to 940, but the most concerning issue lamenting us is the reduced Child Sex Ratio from 927 to 914, which has been tagged as the lowest since Independence. It has no doubt exposed once again the patriarchal supremacy and ideological base that is inherent in the Indian society. However the most important landmark of the Census is the tremendous achievement in literacy over the decade. It has gone up from 64.83% to 74.04%!!! But the most astounding landmark is the victory achieved in India’s crusade against low female literacy rate. The gender gap in literacy has come down from 21.59% to 16.68% and again of the total literates added in this decade, females outnumbered males which indicate a positive development and empowerment of women.
As per the state of Arunachal is concerned, although she has achieved a growth from 54.74% to 66.95%, but it is a gloomy one. She has come down from last bottom four in 2001 to second in 2011, just above Bihar. While many states have shown an increase in the literacy rate, thanks to the proper execution and delivery of SSA scheme, however the present rank of Arunachal shows a reverse in this aspect. This is bound to raise many questions regarding the implementation and delivery of SSA scheme in the state. In fact SSA in Arunachal has become an employment generation program rather than what it was meant for. The recent unearthing of irregularities and illegal appointments in SSA, is one of the signs of the failure of SSA in the state. It is really high time to review the SSA in the state, auditing of the allocation of the funds and check the attendance log of SSA teachers as well as irregularities in the dispersion of salaries to SSA teachers.

Ray of hope for less fortunate
Dear Editor,
It is a matter of great pride for the Yumlams that we are going to provide two young boys to serve the nation as commissioned officers in the Indian army. These two young future soldiers are Yumlam Jose and Yumlam Pulu, who are true inspiration for every poor and orphan boys of the state. They were orphaned in their infant and were raised and educated by their dedicated elder brother Yumlam Takey, who is serving as the Assistant Project Officer(RE) in DRDA, Koloriang. He is also equally entitled to every kudos the two young cadets are getting at this moment for leaving no stone unturned to see that the two small orphans get the best of educational facilities from their foundation level.
I hope and pray that they will serve our country to the best of their ability and do our state proud.

Counseling the Counselor
ITANAGAR, April 4: A two days state level workshop “Counseling the Counselor: Workshop on Tutoring and Counseling in ODL system” is being organized in the Rajiv Gandhi University campus by the Institute of Distance Education, RGU. Participants varied from faculty members in University and Colleges to Research Scholars. The workshop was inaugurated by Prof. P. K. Das, Director, NERIST today. He enumerated on the importance of distance education especially in context of Arunachal Pradesh.
Prof C. R. K. Murthy and Prof P. K. Biswas, Professors of Distance Education at STRIDE, IGNOU, New Delhi were present as Resource Persons.
Being experts in the ODL system, Prof. Murthy and Prof. Biswas, threw light on how ODL has become an important medium of imparting education and also the role of counselor in ODL sytem. Dr. M. C. Behera, the first director of IDE and a Resource Person at the workshop also spoke on the occasion.
Ashan Riddi, Director of the institute in his welcome address, highlighted how the Institute was establishing itself as a major facilitator of education in distance mode in state. Moyir Riba, Assistant Professor at the Institute also spoke.
NPCB reviewed in Tawang
TAWANG, April 4: The director of Union Ministry of Health and Family Welfare Sujaya Krishnan today reviewed the implementation of National Programme for Controlling Blindness (NPCB) in a meeting held at the Conference Hall of Tawang General Hospital today.
While reviewing NPCB, she stressed on convergence of various flagship programmes for effective implementation. She also appreciated the doctors and all medical staff for discharging their duties sincerely.

Relief for fire victims demanded
ITANAGAR, April 4: All Upper Subansiri District Students’ Union (AUSDSU) appealed to the Upper Subansiri deputy commissioner to provide relief to the fire victims of Kodak under Taliha circle.
The union which visited the affected villagers, appealed to the authority to send a team to assess the properties damaged or lost in the fire accident, which broke out at around 7 pm on April 2, so that relief could be provided as per the assessment report. It also appealed to all, including business community and public leaders, to extend help voluntarily to the affected families.

Legal action against BDO demanded
ITANAGAR, April 4: Legal action against Ruksin BDO has been demanded for his alleged misappropriation of SPA fund amounting to Rs.1.49 crore meant for flood protection works at Ruksin, Sille and Bilat circles of East Siang district.
“The BDO in connivance with his accomplices has misappropriated about 70 per cent of the total fund by preparing fake bills in the name of flood protection works,” four complainants of Mirbuk, Rani, Sika Tode villages alleged in their letter to East Siang deputy commissioner.
An FIR was also lodged against the BDO with Pasighat Police for his alleged involvement in misappropriation fund and irregularities in execution of the flood protection works in the three circles which was revealed through RTI, they said, and demanded the police to bring the culprit to book under appropriate section of the law.

ITANAGAR: The District Congress Committee of East Kameng demanded the BSNL authority to improve mobile service in Seppa township immediately.
Given the present poor network, mobile service at Seppa Township is no less than a disaster, the DCC said in a release.
Criticizing the largest mobile service provider in the country for its impractical commitment, DCC cautioned BSNL of public ire or bitter consequences from consumers, who have been deprived from availing smooth service in spite of paying the bills regularly.

WAKRO, April 4: The Art of Living wellness camp and the YES (Youth Empowerment Seminar) concluded successfully on the Apurba Diwas at KGBV Wakro. The simple function was attended by Maa Rama Tewari from the AoL, A.K. Dwivedy, ADEO and Teacher M. Philip represented the Head Master, Govt. Secondary School, Wakro.
The wellness program immensely benefitted many people while 25 girls of the KGBV and 16 Apnes attended the YES program.

ITANAGAR, April 4: All Tatung Welfare Society has condoled the death of late Tatung Yane, wife of Tatung Loa who passed away on 3rd April. Hailing from Tungmar village in Tali circle, late Yane is survived by her son and daughter.
Meanwhile All Pei Welfare Association has mourned the untimely demise of late Vicky Maga, who was final year BSc student of Dera Natung Government College. Remembering him as a lovable youth, association expressed sympathy with family of late Vicky and prayed for the eternal peace of departed soul.

ITANAGAR, April 4: The Rajiv Gandhi University fraternity today deeply mourned the sudden and untimely demise of Kara Tado, security guard of the university who died at his native village Tayangtarang under Doimukh circle yesterday after prolonged illness.
Born on March 16, 1965, late Tado joined as security guard on Sept 18, 1990. He is survived by wife, three daughters and two sons
